How to Enable Auto Pop-up of Touch Keyboard in Windows 10

When I 1st got to update my tablet ( Toshiba Encore 2 Write WT10PE ) to Windows 10, main thing I was trying to figure out was how to make the pop-up touch keyboard enabled consistently. A must when you have no physical key board.
Because in certain places (in login screen, in Chrome etc) it automatically popped up but in others it didn't.
I tried out places like Keyboard and mouse settings but some how I missed (now what I see as) the obvious place, 'Typing' setting inside Devices menu.

So here goes the simple way to enable it.

1. Tap on 'Action Center' icon in the task bar (towards Right bottom of screen)
