Because in certain places (in login screen, in Chrome etc) it automatically popped up but in others it didn't.
I tried out places like Keyboard and mouse settings but some how I missed (now what I see as) the obvious place, 'Typing' setting inside Devices menu.
So here goes the simple way to enable it.
1. Tap on 'Action Center' icon in the task bar (towards Right bottom of screen)
2. Click 'All Settings' icon:
3. Click 'Devices' icon:
4. Click 'Typing' tab towards Left of the screen:
5. Scroll to bottom of it, to get the 'Automatically Show the touch keyboard in windowed apps when there's no keyboard attached to your device' and click to 'On'.
I dont know why MS didn't enable this by default for tablets.
Also, with Cortana search, you'll need to tap once on search bar to focus on it and again to get the pop-up onscreen keyboard.
